on a system running Ubuntu 14.04 by several upgrades (don't know wether it's true for a clean install), rsyslogd refuses to write messages to all users logged in.

The reason in my case was missing permissions to write to other users ttys, I solved it by adding the system account syslog to the group tty:

addgroup syslog tty
